Threat analysis

This section focuses on intelligence sharing practices among EU law enforcement agencies. It examines both the types of intelligence being shared in the field of border security, potential limitations in intelligence sharing as well as future trends in the field. Additionally, it provides recommendations on how existing risk analysis methodologies for border security such as CIRAM could be strengthened and/or improved. Two dimensions will be considered: (1) the increased role of open-source information – this sub-section will explore some of the challenges associated with an increased role of social media content in risk analyses, including human rights, operational and technological considerations; and (2) shifting the risk analysis framework towards a human security approach – this sub-section will examine some of the criticism brought to CIRAM, such as its focus solely on the hard security dimension and will seek to investigate ways in which CIRAM or similar frameworks could be adapted to have a stronger human dimension by for example integrating the risks to the refugee themselves in the group of risks that they are examining. Additionally, this section provides some recommendations for threat analysis from open sources using the MIRROR prototype.
